Rex在全球超自然联盟秘书Helissa派来接他的那辆无标识汽车座位上挪动了一下身子。他看向后视镜，与司机短暂地对视了一眼——自十分钟前见面以来，司机几乎没跟他说过两句话，表情也是一副漠然的样子。
“能告诉我我们要去哪儿吗？”
“机密。”司机嘶哑地回答道。

Rex几乎不清楚究竟发生了什么；这已经超出了他的权限级别，但他曾偶然听到上级深夜在研究实验室里对着电话低声嘀咕，说108议会要求基金会派人前往阿灵顿。据他判断，这已是第三次“犯事”了，基金会正在因此受到惩罚。但为什么要派他去呢？为什么不派他的上司，或者更好的选择——派一位O5议会成员去呢？

“啊，Alces先生。我还以为来的是Everwood博士呢。”

“见到你也很高兴，April。”
“你还好吗？你在Site-19有认识的人吗？”
“有几个。我的论文研究就是在Site-19做的。”
“你现在一定百感交集吧。”
Helissa打开那扇破旧的门，里面是一个宽敞、陈设奢华的大厅，里面挤满了人，从外面看根本想不到里面竟如此之大。Rex环顾四周，发现108议会的许多成员中，有不少熟悉的面孔，他们彼此交谈、密谋、往来穿梭。大厅里有一百零九个座位，呈圆形排列，围绕着中间的一个讲台，讲台上还放着一把椅子：那是基金会的椅子。
他的椅子。
Rex并非铁打的汉子。实际上，对于眼前的局面，他毫无准备。他之所以会出现在这里，只是因为他是上司手下资历最深的研究员，而他们似乎认为他有胆量应对这一切。但实际上，他根本没这个胆量。Rex叹了口气。
“April，有话直说吧。我该料想到会发生什么？”

Rex咽了咽口水，朝房间中央走去。一束灯光从上方直射下来，将他笼罩在惨白的荧光之中。他脱下手套，塞进口袋，然后坐了下来。他能感觉到所有人的目光都聚焦在他身上。
那位女士是五芒星的代表，名叫Alice Stafford，她走上前，站到了中央的讲台前。
“我宣布，108议会会议现在开始。首项议程是……”
