近年，日本放送协会（以下简称NHK）反复在收视费问题上与超常社会产生冲突与矛盾。其原因在于，受到NHK委托的收费组织（以下简称收费组织）开始大肆对日本国内各大超常组织与超常群体进行一系列“催债”式的上门收费行为。这些收费行为中不乏人身威胁等过激手段，无疑使NHK的“公共”之名蒙上了一层阴影。甚至对于原本从未发生过NHK收视费问题的恋昏崎，NHK近期也宣称要“开始进行收费”。当地居民已陷入恐惧状态。NHK与超常社会的动向如何，让我们来一探究竟。

++ **NHK“翻脸不认人”，收费组织“为所欲为”**

著名超常生物开发机构日本生类创研旗下的研究设施从去年7月起，便开始被“自称受NHK委托的收费组织”多次骚扰。这些收费组织的成员以超常装备全副武装，并要求设施总负责人与NHK签订收视费契约。当事设施总负责人匿名接受了本报采访。
“我一开始以为又是基金会或者GOC（全球超自然联盟）来突击检查了呢。可一看到对方制服背后都绣着NHK的标志，我当时一下子就懵了，心想‘天啊，不会吧！’。他们所有人都全副武装，完全不像是只来收费的。公司立刻派了一支救援队过来支援，结果全被他们的人给打趴下了。我觉得他们肯定用了一些异常物品。最后，他们之中有一个人威胁我说‘你一天不签约，我就一天不让你消停’。那场面吓得我真的一辈子都忘不了。”
日本生类创研目前仍然拒绝与NHK签订收视费契约。而NHK则在今年多次对日本生类创研警告“将采取严厉措施”。据悉，日本生类创研正在讨论如何应对此事。
多数企业型超常组织都与日本生类创研采取了同样的对应。超常工业产品制造商东弊重工，及总公司坐落于英国的Marshall, Carter和Dark有限公司（MC&D）从去年年末到今年年初相继表明了“绝不对NHK妥协”的方针。东弊重工的鸿池总经理更是愤怒地宣称：
“我们做生意最重要的是讲信誉。超常企业对黑恶势力弯腰，无疑会被客户所唾弃。”

而远在岩手县深山中的远野妖怪保护区，事态已经变得复杂。远野妖怪保护区名义上是日本国的领土，NHK据此主张保护区应当缴纳收视费。今年2月，NHK向保护区管理员日奉薮发出了一封要求缔结收视费契约的警告信。但日奉区长对此以“保护区内不存在应当缴纳收视费的对象”为由拒绝。日奉区长在接受本报采访时表示：
“尽管诸如电视机等家用电器会偶尔漂流到本地，但说实话次数很少。少数居民的确拥有电视，但都无法接收地面数字信号，因此并不能收看NHK频道。基于如上理由，我们拒绝了NHK的要求。”
然而，NHK对日奉区长的主张表示怀疑。在日奉区长拒绝NHK要求的一个月后，NHK方要求日奉区长接受一次上门检查，以确认区内是否存在能够接收地面数字信号的电视机。并表示如果拒绝，“将采取严厉措施”，令日奉区长陷入了痛苦的抉择。现在，远野妖怪保护区正在讨论以“NHK要求过当”为理由，号召政府系超常组织向日本超常组织和平友好条约机构（JAGPATO）调停法院发起诉讼。对此，NHK反驳称“收视费合同的签约及收视费的收取均遵照法律合理进行，而对收费组织的委托也经过了正式的手续，并无不当行为”，使得状况愈发雪上加霜。

++ **部分超常组织已同意缴纳收视费**
目前为止，有一部分组织已经同意向NHK缴纳费用。神界-人界通讯服务商Ttt（Trismegistus Translation & Transportation，特里斯墨吉斯忒斯翻译与运输社）已于今年3月宣布与NHK签订了收视费合同。Ttt社长赫尔墨斯对此表示：
“由于本公司在通信领域保有能够接收人类世界电波的显示器，关于是否与NHK签约，公司内部经过了慎重的讨论。为了向人类世界做出遵纪守法的榜样，我们最终决定签约。我们把这次签约定位为促进神界与人类界间商务交流的一大步，未来我们还会展开更多业务。另外，在于NHK讨论后，NHK方同意我们可以不必追缴过去的收视费用。”
成功与Ttt社达成协议后，NHK在超常社会收视费问题上显得更加自信。NHK目前对超常社会宣称“对未在今年内同意签约的超常组织，将会采取‘更加严厉的措施’”。这代表超常社会的NHK收视费问题，无疑会引起更大的混乱。

基金会和全球超自然联盟的情况与其他超常组织大不相同。NHK在上世纪50年代便向两大组织提出了签约和缴纳收视费的要求，但被两大组织以“防止信息泄露至敌对相关组织”为由拒绝。此后，在1959年签订的日本超常组织和平友好条约中规定，由于两大组织从事“保证人类的秩序与安定的事业”，因此可以不必支付日本国内的税金及其他一切公共费用，致使NHK撤回了要求。因此，目前两大组织的官方立场是，与NHK之间“并不存在收视费缴纳问题”。
然而据本报采访，基金会及全球超自然联盟尽管拥有着“否决权”这一对JAGPATO的极大影响力，却不必支付任何税金及公共费用这一现状，已经使JAGPATO的其他加盟组织对两大组织产生了巨大的不信任感。基金会及全球超自然联盟担忧这种不信任的声音或将导致NHK改变收费方针。另一方面，有部分意见认为NHK对未缴纳收视费的超常组织宣称的“更加严厉的措施”可能包括对超常组织的公开报道，因此应当进行介入。然而，NHK不仅是日本的代表性媒体机构，同时还是政府的外围组织，身份较为特殊，基金会相关人士也表示“介入的风险太大”。鉴于目前NHK表面上并没有违反“帷幕政策”的言论与行为，两大组织目前只能维持保守方针，继续密切关注NHK后续动向。

++ **恋昏崎收视费问题的现状**
近期，对于原本从未有过NHK收视费问题的恋昏崎，NHK同样开始要求缴纳收视费用。以下内容是今年3月NHK发给本报的一封声明信。

**告恋昏崎居民 收视费缴纳通知书**
一直以来，NHK基于放送法，为履行“将准确信息传递给全国各地，无论何时，无论何地，无论何人”的使命而进行了不断的努力。为了实现这一使命，NHK以各位居民缴纳的收视费为财源，坚持自主自立，致力于向全世界展现日本风貌。这不仅对于一般社会，对于在超常社会生活的各位恋昏崎居民也是非常重要的事实。
NHK郑重通知各位居民：由于NHK原本无法判断恋昏崎地区是否可以接受NHK信号，因此至今为止NHK未要求各位居民缴纳费用。但NHK已经决定，从下一年度开始，恋昏崎的所有居民及企业均需缴纳NHK收视费用。NHK委托收费组织的职员将会在近日中登门拜访，届时请配合进行签约工作。过去收视费的追缴将另行通知，也请各位居民见谅。
另外，NHK遗憾地发现，有部分恋昏崎居民大肆宣扬“恋昏崎具有治外法权，因此不必缴纳收视费”“不看NHK的话可以不用签约，也不用缴纳收视费”等言论。这些主张均并非事实。日本政府的官方见解是“恋昏崎是日本领土”，因此日本国的法律同样适用于恋昏崎。而放送法及收视规约规定，拥有收视设备的所有人均有义务缴纳收视费用，公开宣称不缴纳收视费的言论无疑是在唆使人违法。NHK再次表示：对于不进行签约或缴纳收视费的违法行为，将采取严厉的措施。

在收到上述声明信的几天后，恋昏崎内部突然出现大量以超常装备全副武装的收费组织成员，对恋昏崎各地的企业及家庭展开了地毯式的收视费契约强迫行为。尽管恋昏崎的警察及自警团试图驱散收费组织成员，但均被对方制服。成功驱散收费组织成员的居民仅有闇寿司恋昏崎店「Yummy寿司」店主卢北屠·睦美一人。本报就此事件对其进行了采访。
“Oh，那群傢伙，還是蠻強的嘛，雖然不是我們闇壽司的對手呢。他們用著闇壽司也沒有見過的‘異常’，只能說其他居民真的遭殃了呢。不過，我一直都是廣醬的夥伴喲！”
次日，收费组织成员离开了恋昏崎区域，但据本报调查，此时已经有约10%的恋昏崎住户同意与NHK签约。尽管本报成功拒绝与NHK签约，但这无疑埋下了未来的火种。本报今后也将如广末责编的专栏中所述的一样，号召居民不要向NHK低头签约。

++ **超常社会与NHK收视费的关系**
NHK为何直到最近才开始对包括恋昏崎在内的各地超常社会使用过激手段，其理由还不得而知。然而，NHK的确长年以来因日本国内超常组织的收视费滞纳所苦恼。NHK在上世纪50年代以后反复要求国内的超常社会签约并交纳收视费，但并未得到满意的结果。大多数超常组织直到现在都拒绝与NHK签约。
而超常组织自然也有自己的苦衷。按照NHK的规定，法人所需缴纳的收视费应当按照办事处的数目计算。诸如旅馆需每间房间都设置一台电视机的，则需按照房间数目缴纳收视费。这对大多数的超常组织来说都是非常重要的内部信息。在超常社会中，自称“守卫”和“警察”的基金会及全球超自然联盟时刻在对各大组织的动向进行严密监视。在这种状况之下，向NHK缴纳收视费用极可能造成组织信息泄露，这是大多数超常组织无法接受的。
虽然这种状况是否让NHK“不得不出手”还尚不明确，但反观各地逐渐增多的，由专精于对付超常社会的收费组织所造成的的冲突与矛盾，NHK无疑已经正式开始针对超常社会追缴收视费用。今后，NHK与超常社会的频发性冲突显然无法避免，本报也对此表示强烈担忧。本报今后也会继续调查该问题，并彻底查明受NHK委托的收费组织的全貌。【本报记者柳濑荣、大久保凛子、乔治R报道】

NHK正如其名“日本放送”，是基于放送法建立的，负责日本公共放送的特殊法人。无论是一般社会还是超常社会，其重要性与必要性都是不必言说的。而提到NHK，不得不提到的就是所谓“收视费问题”。
恋昏崎一直以来都能接收到NHK的无线信号。然而，恋昏崎的居民普遍认为，恋昏崎并未受到日本政府实际统治，因而NHK收视费问题在恋昏崎并不存在。鉴于NHK未向日本国外的NHK放送地区收取收视费，这一意见长久以来也受到了除恋昏崎以外超常组织的支持。而大多数人也认为，从现实层面上来讲，NHK不可能进入恋昏崎展开收费业务。
然而，就目前来看，我们不得不说这种想法未免太过天真。[[[kanshin-ryoiki-koigarezaki|虽然不知道NHK是何时开始知晓恋昏崎的状况的]]]，但他们无疑轻而易举地打破了我们的幻想。其结果就是，收费组织在恋昏崎大行其道，飞扬跋扈。尽管本报一贯坚持不缴纳收视费的立场，但不得不说，状况不容得一丝懈怠。
事已至此，已经有部分居民悲痛地向本报表示已经向NHK缴纳了收视费。对于恋昏崎来说，容忍对NHK缴纳收视费，无异于将恋昏崎的基础信息全盘交给日本政府，也就等于承认了日本政府的实际统治。本报将继续反对NHK的诡辩，并号召居民不要对收费组织黑恶势力低头。【广末孝行】
