SCP-CN-2413是一种正作用于地球的异常现象，其表现为太平洋沿岸海水出现异常的红色；其颜色以其出现开始，从淡红色逐渐变为深红色或血色。项目的出现时间无规律，其出现前兆主要表现为大量水生动物死亡；死亡方式虽不固定，但可确认其内的血红蛋白缺失。

SCP-CN-2413被用来指代一类异常的微小植物；根据外观判断，项目与蓝藻门//（Cyanophyta）//颤藻属的颤藻//（Oscillatoria）//类似。其被认为是组成异常红色海水的原因。
SCP-CN-2413的异常主要表现在其对生物的极端危害；单个项目在水中会快速增殖扩散至临界体积的复合集群，但在其外侧无法观察出该现象。在此之前无任何异常，直至一名受试者在无防护的情况下，直接接触项目，项目的异常性质将会显现。
可观察到受试者在接触时，肢体组织被溶解，保留其中骨架，血液中的血红蛋白被项目吸收，呈现淡红色；随后受试者出现缺血性休克，项目呈现血红色，直至受试者死亡；此过程最长不超过2分钟，任意规模的项目集群均会在短时间内导致受试者死亡，原理不明。
可在受试者尸体内发现仍在扩散的SCP-CN-2413集群。随后项目会因缺少有机质养分而死亡，同时观察到淡色人形蓝雾进入项目所在溶液中。实验室EVE粒子指数在蓝雾出现后短暂升高，并在其消失后恢复至正常值。
