本项目主要使用因果律改变来招引灾害，进而干扰“另一个基金会”推进[[[making-2000-hub|世界灭亡]]]的计划，以阻止“让世界灭亡一次，然后再重新建造”的不合理计划。
BIRDS-027将主要向“另一个基金会”以及与其保持合作关系的组织释放，并触发为听到其叫声的人物招引灾害的影响。已确认的是，任何人一旦听到其叫声，10天内便会死亡。其影响可能会引发变故使得人命损失或实验失败，且可能使“另一个基金会”损失其计划所需的人才。预期该人才损失会引发计划延迟，并通过表面上的自然原因使基金会终止该计划。
乌鸦的叫声在各种民间传说中都是不祥之兆，而乌鸦在世界各地都能在自然界中见到。即使释放出来，也很容易瞒过敌对组织，因此可以预期会产生有益的影响。最初使用的短嘴鸦主要攻击北美地区，而目前正使用巨嘴鸦等其他鸦属生物来针对全世界的敌对组织。
“另一个基金会”在决定让世界灭亡后，不知是想要请求协助再次创造世界还是要我们安安静静的接受这个计划而联系了我们绿麻雀基金会。且他们说的是“我们会把世界恢复，所以你们要忽略这次人类的灭亡”。这是对绿麻雀基金会，乃至全人类的挑衅。放弃这世界的永续的可能性，实在是字面意义上的死中求生。保护世界的永续是我们绿麻雀基金会不能委托给“另一个基金会”的使命。在这个重启世界的机器开发完毕前，我们绿麻雀基金会一定会拯救世界。对我们来说，这是一个挑战。若他们先把这个重启世界的机器完成并开启，那就意味着我们失败了。
正因如此，绿麻雀基金会才应继续自己的使命。
