城市就是这样一个的集合，它不断抛弃着过去，制造着现在，但又有着悠长的怀旧感，比如我们抛弃了阴茎骨，那我们是否需要一个义体的坚硬鸡巴来帮助我们勃起。所以我们总是能看见像是牛反刍一样的情景———城市不断重复已经有过的历史情景———城市的总统，王，或是首领或是族长被一个男人刺杀，若干年后会有一位同样的总统，王，或是首领或是族长被以同样的方式刺杀；高楼上有一位男人在偷情，在未来也会有一个男人在可能不同的高楼上，以同样的方式，热烈亲吻着他不正当的女伴。
与城市内部的循环相应的是，城市本身也是循环的，城市顺着本初子午线攀爬着，在前方吞噬着小镇，却又在蔓延的后方排泄着小镇。看得出来，它想要衔接上自己的尾部，但旋转多次始终不能，因为城市是不完满的，是残缺的，是支离破碎的，像是一块碎掉的钴玻璃，像是被残酷斩断四肢的苦命婴儿。
城市内部有着相当发达的义体工业，城市的交通工具已经逐渐退化，城市人口大多以步行进行生产生活，因此城市的高楼与高楼之间搭起了桥梁，筑起了公路，蛛网似的交通遮蔽了城市的天空。
SCP基金会，作为城市的历史，不被允许出现在任何一本史书上。由基金会假意宣传的“不做爱就会死”的k级情景开始，SCP基金会逐步替代世界各国政府的作用，在未来形成统一的整体，即城市。除了起源的历史，由于每一个当台政府都会按流程改写一次城市的历史，城市的过去已经完全无法考究。
但无论如何，城市都是循环的，高度发达的，充满怀旧感的，一片积着雨水的土地。
